Acts was written as an account of activity of the early Christian church as she left judaism. It finishes with Paul in Rome. Rome was to be the arbiter between Christians and Jews. Almost every address in Acts is to Jewish audiences. Here, we have the aftermath of a public healing by Simon Peter being investigated by the Sanhedrin (Jewish authority). Peter and John had been arrested, and then released. The result would be the Sanhedrin banning the name of Jesus, but being unable to enforce it.
It is addressed to Jews, whom the name "Christ of Nazareth" would have had special meaning. However, it is meant for all, it is a sometimes self serving account which accurately describes the relationship between Man and God.
